A former Governor of Sokoto State and elder statesman, Alhaji Attahiru Dalhatu Bafarawa, has said that Northerners and indeed all Nigerians are not happy with security situation in the country, urging President Muhammadu Buhari to focus and show more concern on insecurity than COVID-19.

Bafarawa said this on Wednesday in Abuja in his State of the Nation address.

According to him, insecurity has claimed hundreds of thousands of lives than COVID-19 pandemic has ever done.

He also lamented that “government appears to have abandoned the situation and channelled all its effort to a pandemic that has taken barely 2000 lives in the country.”

The former governor insisted that insecurity is worsening in the country, asking the Federal Government to divert the proposed N400bn for the procurement of COVID-19 vaccines to tackling insecurity.

“When I see things are not going, I cannot keep quiet, because if I keep quiet maybe other parts of the country will start accusing us that we are promoting what is bad. But, the reality is that we in the north are not happy with the way things are going.

“I see Nigeria as one country, it is not a question of whether the president is a northerner, we are not saying this based on our own personal interest, we are saying this behalf of the people who do not have the opportunity to say it, and I believe most of Nigerians have the same feeling. In my village about 14 people were killed just two days ago, insecurity has not improved,” Bafarawa said.

He added, “About 2000 people have died last year from Coronavirus, come to think of how many lives were killed within a year, 3000 to 400,000 people died from insecurity. ”

“Now we are talking about 400 billion and just about 2,000 people have died. Why can’t we divert this money for security? Because this insecurity is Nigeria’s Coronavirus because we don’t have much COVID-19 in Nigeria, so that we can move forward.

“Coronavirus has taken lives less than insecurity. Insecurity has taken lives and property. Look at the danger the insecurity is bringing, if we use that 400 billion to buy security equipment, it will do a lot in curbing insecurity.”

“PTF should account for N3.5bn”

He also asked the Presidential Task Force (PTF) on COVID-19 to account for the N3.5bn that has been spent so far by the taskforce.

Bafarawa said, “We need to know, Nigerians need to know, how this N3.5bn was spent not just to hear figures, we need to have a breakdown, they should be transparent and tell the public what they have done.”

He also urged the government to prioritise sensitizing the public before bringing the COIVID-19 vaccines, saying 60 percent of Nigerians don’t even believe in the virus.

“Instead of asking for N400bn now, let us sensitize our people. How do you expect to spend N400bn to bring the drugs when people are not even convinced to take the drugs? Supposing people refuse to take the vaccines, the N400bn becomes a waste. So, we have to sensitize people to agree that this coronavirus is real and the vaccines are real, let them be convinced. Remember what happened with the vaccine polio.

He said the money would be better used to tackle banditry, kidnapping, and other forms of insecurity in the country.

“Why can’t we divert this money for security? I’m saying this because the insecurity is Nigeria’s Coronavirus. We don’t have much COVID -19 in Nigeria. What is the need for the vaccine when the people that would take it would die of hunger or insecurity?” Bafarawa said.

Yet u blame ondo gov for giving herdsmen ultimatum, u want Buhari to do something about the insecurity in North but u expect southerners to do nothing about the kidnapping/killing on their own land? Hypocrites

On a real note, the north is gradually becoming like Syria.

Every sort of insecurity is now there.

Before it was claimed that the east is hq of kidnapping. But now it's the north.

Banditry, Herdsmen and Boko Haram. And to imagine that 92% of the country's defense budget goes there is abysmal.

They raise an Islamic jihad army, their leaders fund it with part of their Niger Delta freebies.

They appropriate 92% of the the country defense budget to the Jihadist croonies

They appropriate a special development agency to themselves to get free Niger Delta money.

The leaders gain from financial gratification

The average followers are happy, their participation via silence helps them fulfill their jihad-taqiya obligation to allah.





They have used this method in North-East, they currently using it in North-west the next is to ask for special development agency

"The right to freedom of movement and the right of the citizens of Nigeria to reside in any part of the Country guaranteed by the Constitution do not vest in citizens, indigenous or non indigenous, the right to trespass on private, communal or publicly acquired and controlled lands or forest.

Every land in Ondo State ( and in virtually all the other states in the “ Federation “ of Nigeria ) is owned by individuals, communities, villages , towns , sub-ethnic groups or the government ( Federal and State Government). Indeed, the lands that were acquired and controlled by the government, under the old Public Lands Acquisition Act or the extant Land Use Act were acquired from aboriginal and indigenous communities.

Compensation was usually but not always paid by government for such acquisitions.

This implies that government itself recognizes that there are no “ free, unowned, unpossessed lands “ within the boundaries of Ondo State.

There are no free forest zones anywhere. For the forest reserves that are owned by the State Government, people ( including indigenes ) may not lawfully hunt for games or carry on logging activities therein without permit. It is criminal to do so.

There is a “ Forest Guards Department” in the Agricultural Ministry that enforces restrictions and disallows unauthorized entry!

The forests are owned by peoples and government of the State.

This being the case, it is indubitably an act of trespass ( criminal or civil ) for any herder or non- herder for that matter, to invade the lands, possess same and carry economic activities thereon; either of a nomadic/ itinerant kind or permanent type .

This is why individuals, communities, villages and towns engage in land disputes, including court litigations .

The right to freedom of movement and settlement do not permit a herder to constitutionally migrate from his part of the Country but to unlawfully settle on another’s person’s land temporarily or permanently.

For example , cocoa farmers from Ondo State cannot lawfully, while exercising their right to freedom of movement, go to Katsina State, clear large expanse of lands in any community, and without buying or legally acquiring the lands, start planting cocoa seedlings there ( assuming cocoa could be cultivated and plantations could flourish in that State ).

The other issue , however, is that of criminality and armed banditry, including kidnapping , ransom harvests and murders of innocent citizens in the forests. In Ondo State, there are people of northern, eastern and southern extractions who are lawfully and legitimately working as farmhands and labourers on the farms and in the forests.

With the permission of their hosts, they settle in the farms with their families .

No order has been made for their “ expulsion “.

The indisputable fact is that some non- indigenes have taken over or substantially infiltrated the Ondo State forests , including foreigners ( Malians and Niger Republic Citizens , posing as Fulani Herdsmen) Unfortunately, some rogue elements associated with the herders have been found in the past to be amongst the criminals.

The pretext or alibi used in invading the forests and staging violent kidnappings therefrom is that they are herdsmen.

To extirpate this excuse, the State has a bounding duty to order these “ herdsmen “ out of the forests. In any case , cattle breeders look for grazing fields to feed their cows ; they do not adamantly insist on a continued occupation of dense, rain forests.

Only recently, when government or military officials were giving reasons why some farmers were killed in Borno State by terrorists, it was alleged that the farmers went to their farms , under the shadow of a raging war, without securing security clearance or permit to return to the farms .

This indicates that for security imperatives , farming may be prohibited or suspended. If this could happen , why, in your “ humble view “ will a responsible state government not have the power to expel “ armed herders “ from its forests to protect the lives and property of its people .

Doesn’t the Constitution provide in Section 14(2)(b) that the “ security and welfare of the people shall be the primary purpose of government “ ?

The problem of insecurity has lingered for so long because there are a certain class of people benefitting from it, rather than face the problem squarely, The government spends more energy in trying to stifle criticism than they spend on solving the many problems bedeviling the nation, very quick to label any news not favourable to them as fake news, spreading disinformation using their paid agents especially on nairaland, these paid agents are always quick to jump on any thread to spread their disinformation. we know them, no need to mention names. The failure of government in previous administrations to handle the boko haram insurgency at the earlier stages has led us to where we are today, but this time its even worse.
Armed robbery, kidnappings and all forms of insecurity have multiplied within the last few years. the lack of action now will have serious consequences in the future. Unfortunately, we as a people lack the will to select qualified leadership, we are always blinded by tribalism and religion instead of voting in the most qualified people, some even sell their conscience by collecting money to vote on election day. The leaders know that the people/system will never hold them accountable.
