This news and the analysis of the journalist show he's level of illiteracy in engineering project. The cost is too small for a quality job if the total cost is N276B and this means you won't have a very competent consultant hence the contractor can get away with anything. Racoon: What’s wrong with spending N1billion on supervision of over N500billion contracts? You guys just cry over everything. Effective day to day project supervision cannot be done by staff of the ministry. They don’t even have the staff strength to do that. Every road construction/rehabilitation project has an engineering design contract and a supervision contract. Using ministry staff for supervision will be a violation of the public procurement act. Such services must be contracted to consultants after an open competitive bidding process. Under Jonathan, around N4billion was budgeted annually for supervision. Fashola is even the one bringing it down by tying supervision payments to actual road construction performance. It was a free for all under the PDP. 1 Like |

Nigerians are just sensational beings. How much is #1Bn when split across the various projects ongoing for a whole year. I am sure a lot of consultants will still be owed with this money. Get hold of Coren approved man hour charges for engineers and do the math? Aside the man hour charges, other major expenses including project vehicles, transportation, accomodation, security, stationery etc. If consultants are not well enumerated, they would connive with contractors and allow substandard practices, materials etc |
