I agree with you to a certain point. Yes those that put him there are to blame as well. However Buhari campaigned vigorously and shamelessly for the presidency. He started campaigning since 2001 till he got it in 2015. During those Years, his own wisdom should have told him he is not qualified for the presidency

Buhari is just a lazy person. His whole career has been built up on his having useful subordinates. Even when he was ptf chairman , he had a hardworking subordinate.

The problem is that the Fulani elite have locked Osinbanjo out of the security apparatus because he's Yoruba. That's why the security in Nigeria is bad. There's no one running it. The Army is inept and Buhari is too lazy to take a firm control of the situation.
