Too much grammar and postulations because you want change power consuming bulb to energy saving bulbs. It doesn't require new technology, private individuals have changed to energy saving bulbs without additional cost on technology know how, but in order to claim excessive amount you are writing thesis longer than the originator of that technology.

They should do more, the state is wasting money using generators for the street lights. It will be better to install solar panels to power the street lights.

I understand that some people are given contracts to supply fuel for the generators but that’s gross waste of public funds.
