Ibadan world largest slum city in the world -UN Habitat
Bolded. A city can have huge number of slum and still be developed. Ibadan is bigger than many countries of the world combined and it's a well known ancient city. Cairo a whole capital of Egypt is only just destroying its slums and building modern structures.

How does GDP measure the wealth of a nation/state. Having a better economy via GDP doesn't mean you are better. Nigeria is Africas biggest economy but doesn't even rank in top 10 in Africa richest/wealthiest in Africa. GDP per capita is what matters when discussing how well a state/nation fares. And i think you should know that Oyo state is the third richest state in Nigeria after Lagos and Delta.
