Not all spare part dealers can afford a shop so they collaborate in paying the rent.
So the ministry of agric can choke on his statement.
Let every herder or investor in herding go about on how to secure a land for ranching. If na land for 50 cows you fit afford, then it's okay start small and grow, that's y it's a business.

The government is rewarding terrorism, all we ask is punishment for the criminal herdsmen yet they keep spitting in our faces.

They were talking about establishing cattle reserves yet still want grazing routes.
