The US only started supporting and training only selected rebel commanders who agreed to fight only ISIS around 2015.
The rebel already have their own forces and weapons before they turned against the Syrian government.
The US was never interested in fighting the government nor have they carried out any major military action against the Syrian government.
The moderate airstrikes from time to time only serves as warning.
