If toilet water rises then slowly drains then you need to take action before a major problem develops. The reason is because of a clog in the toilet drain pipes. One of the first things you need to do when toilet water rises is to open all the drain pipes in the bathroom. This means that the toilet will not flush properly. If the water from the toilet is not being flushed out properly then there could be a blockage in the drain pipe.
When toilet water rises then slowly drains away, there might be some plumbing issues in your toilet which needs to be repaired.

For example, if the float is cracked, or the float bowl or mechanism is starting to malfunction, then you need to open the toilet and flush the tank. To do this, use warm water and scouring pad soap to scrub the toilet to loosen up any build-up of dirt. Take those two things together and mix them with hot water, and pour them into your toilet's drainage pipe, so that the toilet water rises then slowly drains away.

If you want to stop the toilet auger from working correctly then you should fill the toilet bowl to its proper level, then turn the auger counterclockwise. Then fill the toilet bowl to the proper level again, and turn the handle clockwise. Repeat this process as many times as needed until the bowl reaches its correct level and the toilet auger stops working correctly.

After you have reset the toilet flushing mechanism it is advisable to clean the toilet and remove all sediment from the mechanism. It is also important to remember to flush regularly to ensure that all sediment is removed from your toilet flushing system. If you need to use toilet water to flush you should always use fresh water. Doing so will prevent any damage caused to your toilet by clogged toilet water.
