Development of a state requires excess income to build infrastrutures ,some states in Nigeria only pay salaries and the little remaining cannot do anything,they borrow from banks and external bodies

Osun or ekiti states use to have only 3million as internally generated revenue back in does days,but i dont know if it as increased,but what can that do,can that build roads,how many villagers do you want to tax.

some of the states have hotels in lagos and shares in blue chip companies which generate money.Land is like oil to lagos while oil is big business in the delat and rivers.

Having huge income does not necessary mean providing infrastructures. In a case of Delta, we have seen where a governor decided to loot the huge state allocation.

The checks and balances are weak and you know that,all the checks looked the other way and allowed him.In a perfect federalism,maybe the local governments will get more money than the states and the money will go to them direct,and it will be more attractive to be a chairman of the local council.

Since you will be from that locality,it will be difficult for you to steal so much,your family name will be damaged for life,if you do it right,you will write it in gold in that community,rochas did a lot for citizens of imo states through his foundation,they know him well,and they wanted him,you see ,please notice when you perform.

However the people from the east are enterprising and it as mad them to be rebulicans,because people are independent of government.In some other states,like all those civil service state,if you reduce the size of goverenment to make it small and save for more money,you will not come back for a second term,no politican will want to do that,they will instead create more tables for people to come and pretend as if they are working

My posisition here is to defend Delta state only, the positions of Rivers and Lagos are foregone conclusions IMHO.

I will kick this off by frightening Rhino with a few statistics, and then we will gradually build up to data from publicly held sources and then, United Nations research. But first, some Human Development Index frighteners (as far as Nigeria is concerned, HDI, circa 0.4):

The United Nations Development Programme, the UNs global development network, has placed Delta State ahead of other states in the Niger Delta in the Human Development Index for the 2005 assessment period.

It went on to announce that the best performing local government areas are Udu in Delta State (0.579); followed by Aniocha South in Delta State (0.561); Port Harcourt in Rivers State (0.557); Warri North (0.555), Burutu (0.551), Oshimili South (0.529), Ethiope West (0. 526), Warri South (0.525), Ndokwa West (0.522) and Oshimili North (0.522), all of which are in Delta State; and Aba South in Abia State (0.518) (appendix A 2.1). Just as Delta State is the best performing state on the HDI, nine of these 11 best performing localities are in Delta State.

Calabar will be a tourist destination in the future ,since tourism is growing,its also doing agriculture with pine apple plantations ,which they will use to produce fruit juice for export.Thos northerners can also export cows and agricultural products,but they instead import cows from sudan and other neigbours because they lack support on technics to feed cows to normal levels in the fast developing world.

Another fact is tha Lagos states HDI is circa 0.6, about the same as Delta states.

I don't think its fair to bring in Osun. Oyo and Ogun are stronger. However, for Kaduna:

With few exceptions, the Niger Delta states appear to be better off on most human development indices than Nigeria as a whole, although not in the case of such states as Lagos, Kaduna and the Federal Capital Territory, which have clearly benefited from infrastructure paid for by oil.

Rivers and Delta are certainly better off than Kaduna and the FCT (not Asokoro o! grin) and Delta state surpasses even Lagos by this development index.

Wow! So much in a very little time.
With the believe that am not in any position to contest those information provided from the sources, I still think that Kaduna should be place somewhere above Delta State.

Secondly, permit to say that in all the reports/Data you provided.

There was NO any provision to take care of corruption factor, which i believe can go a long way in determining who get what.

For i know that, the human/infrastructural development in a state like Bauchi in the first dispensation will out weight that of Rivers state even with it's HUGE internal generation and federal allocation.

Can you explain why an average citezen(investigative press inclusive) feels Enugu state should be place ahead of Rivers interms of development.

Where do you think Cross Rivers should be placed, If beautification is major factor?

^^^  No doubt about that. Seeing the wonders Gov.Amaechi is performing, from Ada Goerge, Mile 1,2,3 to town, Agip Junction fly over. . .

Modernization of schools and provision of basic health care services.

. . .can you speak thesame when Peter Odilli was in charge? If no, Then the huge resources can never be the factor driving this giant stride and rapid development we are witnessing in Rivers State.

So where do we place personality factor in those reports? Since we can easily conclude that having huge resources alone is not a panacea for high development index.

How would you feel if i shold let you know that this was in operation as far back as 2005 in places like Bauchi with less than a quater of Delta state allocation?

Powering the major street lights with generating set isn't a big deal to be brought up when critical issue is been discussed IMO.

I fail to see clear evidence to support your point. How much does delta state generate locally, we are not talking of federal allocated funds, and why did uduaghan have to borrow 20BN to run for the elections
