It's a weak and dependent goverment. Hence the people will have to bear the burden wuty heavy taxation. That's the only way they know to generate money..they lack the Ingenuity to creat.

For the herdsmen, as he pays cow/cattle levy, would you stop bandits from rustling his cattle?

lol. They will create a data base for the cows where all the informations of those cows will be stored. Once you pay your 5h dem go snap the cow collect finger print of the cow den right down the name of the cow in other to keep track of them and ensure accountability.


Very soon a ministry of cow affairs will be created to oversea the welfare of cows in this country....issokay!

Other states may copy this as some have been trying to tax all residence in there state since immemorial. ...well it will be good if its used for developmental purpose at the grassroots as state but if they can embezzled pension funds, na this one go dey safe?

And see there hypocrisy, because they marry up to 4 wives who they store at home doing nothing, they want to except them, are the wives not adults?

exactly my thought. if we want ranches, then people should be willing to pay for it directly through higher meat prices or indirectly through tax, for one to keep a beef cow within a ranch profitable, a kg of meat will go for 4000 to 5000 naira

you don't understand what I mean, if ranching is to be enforced 100% there will be a sharp increase in price of beef in the market. (just normal cost of production)roaming with cow is the cheapest form of animal husbandry, there cheaper beef prices.but there are more advantages to ranching. it will encourage the growth of the meat processing sector

Workers/attendance/security also has a cost

Medication... Etc all this will make cost price higher which will affect selling price


Ranching is good tho there will be developments of other meat storage and processing and there will be competition

Just imagine but this Fulani cows are allowed to graze in the farms and forest in our regions without benefiting from it. Not even a dime.

If it were Easterners that set this task it would have been tagged tribalism and hate. This Northerners are truly treading a dangerous part.

Katsina To Re-introduce Community, Cattle Tax System

Finally, after 65 years of Aminu Kano and Ahmadou Bello removing the colonial cattle tax in northern Nigeria.

The current state government in Katsina has come to realise that with dwindling oil revenue and conflicts between the North and the South cattle tax is a good source of revenue and security control.

As part of a renewed effort to create ways of revenue generation, the Katsina State government has concluded plans to re-introduce the community and cattle tax system.

Governor Aminu Bello Masari disclosed this when he received Barrister Umar Adamu, the chairman of Tax Appeal Tribunal of the Northwest zone and other members on a courtesy visit at the Government House Katsina on Thursday.

Masari said the state government had constituted a committee that visited all the 34 LGAs, held town hall meetings to sensitize the people and their respective views on the matter.

According to him, during the committee’s assignment, many people attributed that part of the current insecurity challenges could be as a result of improper data or record on ownership of cattle either by the people or the herders.

He also revealed that his administration is coming up with a reform to improve the activities of the state Board of Internal Revenue and other relevant agencies to ensure their viability for the benefit of the people and the state.

The governor noted that the existence of the tax appeal tribunal is quite important for both tax administrators and payers to creating awareness on the issue of taxation for economic growth.

He, therefore, stressed the need for adequate sensitization of the people on the activities of the tribunal to enable it to achieve the desired objective.

“The current revenue allocation formula from the federation account may not continue forever, hence the need for states to devise measures and alternative sources to stand on their feet,” he concluded.

In his remark, Barrister Adamu the chairman of Tax Appeal Tribunal of the Northwest zone commended the state government for its foresight and assured that proper sensitization exercise would be carried out for the benefit of the citizens and stakeholders to enable them to reap the benefits of the tribunal.

All the above mentioned variables are currently present with open grazing, the only variable that changes is the lease cost of land which kind can be negotiated with the state government.
