Now Dangote has the largest refinery... what if he acquires the largest oil well, and a largest network of retail petrol station. That would be a complete petroleum chain that could cripple any Government with as little as an artificial increase in price..

Should they wait till others catch up even as there is no promise of that?

MONOPOLY is always against the interest of the people.....Government shouldn't be helping in enshrining monopoly even if that's the goal of all businesses. The cry is as a result of government using its arm to further enshrine this anti people element called monopoly.

What is actually wrong with those at the helm of affairs in this country? the reason for the speedy passage of the bill is to give people like Dangote MONOPOLY in the oil and gas sector just like they did in the Cement and Sugar sector..

Look at how ridiculous the price of cement is today despite getting the limestone and other raw materials in Nigeria. How can you kill a FREE MARKET just to give monopoly to your brother because you have the power to do so.. what kind of nonsense is happening in this country for God's sake. So one man will be the one making decisions for a country of over 200 million people, imagine!

Look at agriculture sector, everything there has been destroyed from unfavourable policies that our agricultural produce are now being rejected all over the world because they fail to meet standards.

This country is heading downhill with the monopoly given to the likes of Dangote in everything.
Why didn't he compete in the tomato paste and sphaghetti/noodles sector?

Well now we know the real reason for the hurriedly built refinery!

I believe the provision for importation here is in 2 folds; (a) to cover gaps in demand in a scenario where production either falls short or there's an increase in demand beyond production. (b) to encourage licensee to develop the asset and not rely on imports

There is nothing really serious here, the problem is with the reporting of the news. It is skewed to make Dangote look the villan. How come no one had embarked on a project of such magnitude among the other rich Nigerian. Opportunity does not wait for the unprepared.

Actually Dangote is not the nig one with an active refining license. Oando has one and some other coporations

...and the problem is that they hold the license and not developing there project. Oando has had refinery aspiration on its website for more than a decade yet there is no refinery on ground. It's because the provision for importation is a disincentive for building local refining capability

By the time the bill becomes law, the Dangote refinery, which has a 650,000-barrel per day refining capacity, would be in operation, making him the only license holder that would be able to import any substantial amount of petrol

Dangote has always enjoyed monopolistic market and that's is because he knows the keys to the government.

The backward integration policy which is about to make Dangote the sole importer of petroleum products has been in existence since 2005. The backward integration policy states that once there's substantial local production capacity, import licences will be renewed for only players who have established local production (or refining) plants. The idea is to encourage big players to set up local production plants instead of relying on import import and import.

The big question now is, why does everyone always wait for Dangote to be the first to take advantage of these policies, only to return and start lamenting Dangote's success? This policy has been there since 2005; govt has been begging big oil players to take licenses and build refineries, but instead, everyone else chose easy profits through importation. Now Dangote os about stealing the entire market share by merely being the 'smartest', we already have fellows lamenting.

This sections of the Bill is very retarded. It isn't forward thinking at all.

Banning importation of petroleum products makes absolutely no sense. This will simply turn the largest refinery owner in the country into a ferocious monopoly. His behavior displays a hatred of competition in all forms.

Nigeria's plan should be refining nothing less than 2.5m barrels of oil a day but instead is only focused on protecting the interest of the largest investor in the industry. This will strangle the sector and hold it back. Dangote would see any new player in the industry as a competitor and a threat to a monopolized market.

Great damage has already been done to the construction industry by the ban on cement impirtatuin. This has simply made cement expensive and made the biggest beneficiaries of the ban Forbes billionaires. Nigerians have been given a raw deal in one industry. The second is now loading.

NNPC unscrambling, privatization and commercialisation of parts in future would be at the mercy of the titan behind the Bill. NNPC's full potential needs to be unleashed for the country to benefit.

The PIB should be placed on the burner for now. The oil majors never supported the Bill as they said it would adversely affect the oil industry. Rumor had it that even Kachikwu was against the Bill. That's why for years it was never passed.
The whole thing is a disgusting exercise in corruption. Unfortunately, most Nairalanders (and probably most Nigerians) fail to see this for the robbery of the entire Nigerian masses that it is, and prefer to frame it in simplistic, nonsensical "North vs South" terms. Seeing as northerners already have lower incomes on average than their southern counterparts, they actually stand to suffer more from this new scheme to enrich Dangote and his paid-for-politicians, but they won't stand a chance of seeing it that way given the "evil northerners" cast the issue has now been given - thus virtually guaranteeing the survival of yet another economically ruinous piece of mislegislation.

This is stupidity from Sahara reporters!! The point of building a refinery is to prevent having to import petrol. By the way, NNPC does all the importing of petrol at the moment. When it was opened up to the public under GEJ, it was full of fraud

There's nothing particularly "smart" about always getting the best possible terms from an interventionist government, often at the expense of would-be competitors, and almost always in the form of government subsidies, both hidden and direct. The real issue is the foolishness of all those who defend this paradigm of limitless greed even though they aren't even being paid to do so.

After considering so many things about Nigeria recently, I realized that Niger Deltans (I don't want to call them the dumbest ethnic group in Nigeria because I don't curse) are willing to be used, re-used, dumped and to be re-used whenever necessary. And their elites are the dumbest set of people under the sun.

I am Igbo but their situation in Nigeria pains me even more than the marginalization talked about by our people.

In case you know anybody from Ogoni land, please tell them that they're not thinking at all. Tell them that their best bet to enjoying the wealth under their feet is not by militancy or shutting down Shell installationn. Their best bet to profit from the crude oil in their land on long term is to own modular refineries all over their land, in fact, since they can't afford Dangote-size refinery, they should build refineries all over states in Nigeria and completely be in charge of how much petrol is sold in West Africa not just Nigeria. This's what Northerners would've done for their people if the crude oil was situated in Northern Nigeria. Go ahead and convert every so called illegal refinery in the creek to official modular refinery. Let state legislatures in the Niger Delta unanimously sign it into law. The oil is yours and you can do anything you want with it right now in current Nigeria.

They can certainly use instrument of state to do this even in current Nigeria. Whatever it would take them to dominate modular refinery business in Nigeria, even if it means going to war against Nigeria, they should do it because that's the only way they'll reap from the oil in their land not by taking huge bribes from the corrupt Nigerian system.

How on earth are they not the ones owning refineries in all states in Nigeria since 1960? They should be the ones building refineries!!. How stupid could a people be!!. They have no excuse whatsoever not to be the wealthiest part of Nigeria.
