CRUDE OIL THEFT OIL WORKERS PLAN SHUTDOWN OF SECTOR Key unions in Nigeria’s oil and gas industry are putting together a major nationwide action to protest exponential oil theft in the country. LEADERSHIP can exclusively report that a major mobilisation towards this action is at an advanced stage following their resolve to expose those behind the crime. Escalating oil theft by criminals has been described as a bleeding wound that is eating up resources of the country, with industry operators calling for declaration of emergency in the oil and gas sector to halt the menace. Several figures are in the public space showing the level of theft that had occurred at different periods. Recently, security agents operating across the country reported the recovery of stolen crude oil valued N86.2 billion in August alone. Also, a total of 16, 000 litres of diesel valued at N800/litre (N12.8m) were reported to have been recovered by members of the Nigeria Security and Civil Defence Corps (NSCDC) in Cross River. Confirming the situation, Minister of State for Petroleum Resources, Dr Timipre Sylva, said that the country loses 400,000 barrels of crude daily via oil theft. He described the development as a “national emergency” and lamented that the nation had fallen short of OPEC daily quota, from 1.8 million barrels to 1.4 million barrels, due to crude theft. He warned that such huge economic loss was capable of crippling the nation’s economy if not accorded the seriousness it deserved. He expressed concern that the menace had persisted, in spite of the efforts by the federal and state governments to arrest it. Sylva said the problem of crude theft could not be handled by the federal government alone as it is a national emergency because the theft had reached a very bad crescendo. “This is because the thefts are taking place in the communities that host the oil pipelines. As a result, it has become necessary to involve the stakeholders, especially the host communities,” he said. LEADERSHIP’s investigation shows that oil theft is orchestrated by an organised syndicate allegedly backed by security personnel specifically assigned to man key export infrastructure and pipelines. A top industry operator who confided in our correspondent said some soldiers posted to a key export line in Port Harcourt openly threatened to kill their new commander who made an attempt to carry out changes of those assigned to guard the asset. The workers’ unions have said that unless the government takes decisive steps and invests in artificial intelligence to contain the menace, the best option is to shut the industry until sanity is restored to the system. National president of the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), Festus Osifo, while responding to our correspondent’s enquiry into the plan, said time had come for the government to declare emergency in the sector. On the planned action, Osifo said PENGASSAN was planning to engage other stakeholders, and that the media would be informed if any mass action would be carried out. ” Well, I don’t want to speak on any plan because we will soon address a press conference on this issue, but I don’t want to preempt anything. All I can say is that there is an organised cartel involved in this theft and there is need for an industry-wide engagement,” he said. He said because the crime had become a well-coordinated theft with some security agents compromising their responsibilities, a shift towards investing in artificial intelligence would be a major consideration of government going forward. The chief executive officer of the Nigerian National Petroleum Company (NNPC) Limited, Mele Kyari, who shared similar data, disclosed that the country loses an average of 200,000 barrels of crude per day to oil thieves, translating to 73 million barrels in a year. Using an average crude oil price of $100 per barrel, Nigeria is losing over $7.3 billion in a year, or in five years (between 2016 and 2020) an estimated $14.65 billion considering the cost of oil per barrel at the years under review. The amount, when converted using the official N416.25 to dollar exchange rate, translates to N3.038trn loss in a year. Also, data from the latest report by the Nigeria Extractive Industries Transparency Initiative (NEITI) on Oil and Gas Industry showed that 272.2 million barrels (mmbbls) of crude were lost to oil theft and other forms of criminalities in Nigeria’s midstream sector. Kyari said on Thursday in Lagos that the exponential growth in the oil and gas industry theft had shortened the country’s production output. Also speaking at an oil and gas event in Lagos on Thursday, the Commission chief executive officer of the Nigerian Upstream Petroleum Regulatory Commission, NUPRC, Gbenga Komolafe, said the agency had developed a roadmap for tackling the security challenges in the industry. Komolafe said NUPRC had identified and was working towards implementing areas of collaboration between the government and operators and ensuring that operators realize their full production potential. Under the plan, the Commission is liaising with the top echelon of Nigeria’s security forces for a robust security framework that ensures Government Security Forces (GSF) provide pipeline and assets security. The plan will promote the implementation of Nodal surveillance technologies on the main trunk lines at each manifold for real-time loss detection that will enable swift and more proactive responses. It will also enforce installation of tamper detection technologies as part of designs for pipeline and related oil and gas production facilities for approval of the Commission as well as ensure that operators implement approved security protocols in areas within their control and promptly identify/ remove illegal connections and conduct remedial works in record time. As part of the strategy, there will be a massive public enlightenment campaign to educate citizens on the dangers associated with crude oil theft and pipeline vandalism, in collaboration with relevant agencies such as the National Orientation Agency |

PIPELINE CONTRACT OGONI PROTEST There are palpable tension and anxiety over the multi billion naira contract awarded to Mr. Government Ekpemopolo aka Tompolo by the federal government of Nigeria, as youths of the Ogoniland have expressed dissatisfaction over the modus operandi of the soutsourcing process to indigenes from other neighbouring communities within the Niger Delta region. Recall that Tompolo had reiterated commitment to outsource the contract to other Indigenes of the Niger Delta shortly after the completion of the deal. Seamless Travel Advertisement President General, Ogoni Youths Comrade Legborisis Yamabaana in an exclusive chat over the weekend, kicked against the contract awarded solely to the defunct leader of the Movement of the Emancipation of Niger Delta (MEND), saying that stakeholders in the region were not carried along. Despite the alleged marginalisation, Yamabaana decried that stakeholders in the region were not consulted on the project noting that all may not be well in the south south if people from the Ogoniland are not duly consulted on the billion Naira contract award. The President General reiterated that Ogoniland is the flagship of environmental consciousness of the Niger Delta region adding that Ogoni clan cut across four Local Government Area of Rivers State that must not be sidelined for any reason. This he said include: Eleme, Gokana, Khana, and Tai. Expressing disappointment over the contract award to the ex MEND leader, Yamabaana affirmed that King Saro Wiwa fought and died for the people of the region over issues of environmental degradation which is similar to the recent surveillance contract on protection of government assets. He lamented that the surviellance contract since inception of Goodluck Jonathan and President Muhammadu Buhari was beneficiary to the Ijaw nations noting that the Ogoni people has not in anyway gained from the project. According to him, Ogoni nation has numerously pipeline assets criss crossing the four Local Government Area adding that the project would be died on arrival if due consultation is not put in place by the contractor to ensure that the Ken Saro Wiwa people are carried along. He further took a swipe at the federal government over failure to show genuine commitment to resolve oil theft, oil pipeline vandalisation in the region stressing that the contract should have been awarded to various communities in the region and not an individual. The President General added that “Am yet to see any community in this Niger Delta region that has the number of pipelines like we have in Ogoniland; How can you give a contract to a man from Delta state and expect him to superintendent over every other communities in this region? He also disclosed that consultation are ongoing with other critical stakeholders in the Niger Delta region to resist the contract conceded to an individual in the region. The President General affirmed that:”This project should not be awarded to those who only carried arms , Tompolo only knows his militant friends that will benefit from this project, and why is it that the more arms you carry the more government patronise you. We have continued to be law abiding citizens of this region despite the insurgency in the country and as such we have what it takes to control the boys on ground for the protection of government assets in our own communities than Tompolo”, he added . Speaking further ,he maintained that “The Tompolo project will not succeed if government fails to consult all stakeholders in the region because the government cannot shave our hairs in our absence. “In fact , we are planning to carry out a protest against the NNPC and Nigeria state simply because some people are militant while others are not so therefore we don’t have a say or voice for us to speak up on negative development,Yamabaana pointed out. He called on the government to be more sincere with the protection of oil facilities in the region saying the billion Naira contract awarded to Tompolo is dead on arrival. “We are going to resist it and we are not going to accept that. You cannot enrich one man and say you have enriched a community. A person’s success is not a community success. We need communal success”, he added. “The issue we are aggrieved about is germane and we are consulting with stakeholders in the Niger Delta region who are also aggrieved and are not militant. Government should do what is right because we have oil in these four Local Government Area and we cannot guarantee the safety of this assets if government failed to correct this development.” |
BREAKING NEWS!! LIKE ZAMFARA GOLD, CRUDE OIL IS OUR BIRTHRIGHT/ NIGER DELTA GROUP. UGHELLI – A group under the aegis of Lower Niger Oxygen LNO has urged the Federal Government of Nigeria to as well consider crude oil endowment in the Niger Delta as free gift of nature to the inhabitants like the Zamfara gold deposit which was mined and exported by the Zamfara State Government. The LNO also advised the former Leader of the Movement for the Emancipation of Niger Delta MEND Oweizide Ekpomupolo aka Tompolo to jettison the 4.8billion monthly surveillance contract awarded to him by the Muhammadu Buhari administration for him not be at dagger drawn with his fellow Niger Delta… The spokes person of LNO who preferred to be addressed as Alpa told journalist after it’s meeting in Udu near Warri warned sons of Niger Delta not to be used as easy tools to cause division, bloodletting and acrimony for a plate portage. The spokesman of the LNO noted that for decades the Federal Government through the multi national oil companies have been exploring oil in the region ,with it’s revenue used to develop other areas without recourse to the environment the revenue gotten from, added that since the government has failed the people, let the people enjoyed dividends of their environment, he said. Alpa said despite the call from socio cultural organizations, elders, youths and other stakeholders to the Federal Government to constitute a substansive board of the Niger Delta Development Commission to at least address some of our developmental needs fall on deaf ears ,for the past three and half years in this present administration. “But they deem it necessary to award surveillance contract to safeguard crude oil pipelines, but not interested to develop and address the challenges of these oil bearing communities. It only a fool that will take this government serious. The crude oil is our birthright ,we will use it to better our lives.” He further warned that any son of the region who tries to stop the livelihood crude oil business in the region would be labelled anti-Niger Delta and be dealt with accordingly. |
