If the President refuses to assent to a Bill, the Bill can be passed by a two-third majority of the National assembly and it becomes law.
The President lacks the power to declare martial law in any state or federating unit. Obasanjo that tried it last used a repealed 1963 Law. The Supreme Court has declared the act illegal.
So, get proper knowledge of the law before you make bold but ignorant claims.
