They have been rehabilitating the refineries since I was born and it has never worked one day.

Is it repairs, rehabilitation or turn-around maintenance they want to say or what? This huge figures can build new refineries for this country so why this wastage?
Tomorrow they will come to tell us the refenaries have broken down again!

How many times with they approve money for rehabilitation of that refinary that is not working ?
