Because a new refinery may cost $15 billion dollars. We need at least 4 of those. For comparison, our forex reserves is 35 billion dollars. Our budget is at 26 billion dollars.

The real solution is to remove fuel subsides and allow NNPC run profitably. To the point that it would raise enough money to repair and build new refineries sans government money. But Nigerians want fuel at N20 per liter...so that won't happen.

Abacha government awarded the TAM of Kaduna Refinery to Chrome Consortium represented by Emeka Offor. We all know what happened. Yaradua government, a clueless and accidental government reversal of the sales of the refineries was the worst government decision I have ever witnessed.

90 percent of that money is ending up in people's pockets, make we no deceive ourselves.

We'll be talking about "rahabilitating" those refineries in 30 years time. Forgetting that the refineries are outdated. Replacements parts and systems are not even in production anymore.

It is a long story. Emefiele understands what I am talking about. If Dangote Refinery had come up in 2018 or 2019 as earlier projected, those Refineries would have been sold without any maintenance. The Federal government had waited for that refinery since 2017 with delivery date always shifted. It is very clear next year is not possible. Government has to fall back to the last option.

I believed, Femi Otedola would have been tired following Dangote to that site by now.

By now, this "turnaround maintenance"/"rehabilitation" scam is so old and has been so often deployed that I doubt any but the most gullible are taken in any more. Isn't this already the 4th or 5th time we've heard this very story from this very same administration over the last 6 years? As others have already said, it's doubtful even a single kobo will reach the refineries themselves - all I see here is an opportunity to loot in readiness for the approaching 2023 elections.

The truth is that the Warri & Kaduna refineries are analogue. No matter the amount of money spent in rehabilitation, they won't compare to present day digitalized systems.
