The Talibans sued for peace, Trump promised to withdraw the army but with a condition that the Talibans will guarantee that al Quada doesn't enter the country. The deal was signed in Doha sometime last year.

So...yes. Trump instigated the withdrawal, but after the Talibans agreed to work with them. And mind you, this wasn't the first time they (the Talibans) tried to secure such deal.
