this problem of VAT is more complex than many of us think, if you say Kano and Kaduna do not generate a reasonable amount of VAT I will say you are wrong. If you take the population of these 2 states and the goods they consumed into consideration, you will see that they contribute a lot. Many of the goods especially manufactured goods consumed in these states come from the South and people from Kano or Kaduna pay VAT when they consume these goods from the south, unfortunately the VAT is not remitted from the states where the goods are consumed but in the state where the goods are produced. If VAT should be remitted from the state the goods are consumed then we will know exactly how each state contribute. Now take the banking sector, when a customer in Kano or Kaduna enters the banking hall and transact business he or she pays VAT but the headquarters of the bank is in Lagos where the VAT paid by customers from Kano and Kaduna are remitted from because the headquarters of the banks are in Lagos. Let look at the oil sector, Mobil will drill oil from Bayelsa and sell in the international market and remit taxes from Lagos because the head office is in Lagos instead of remitting the taxes from Bayelsa state where the oil was drilled. Dangote products are heavily consumed in the North and VAT is paid by the consumers yet Dangote remit his VAT from Lagos where his head office is situated. I see Northern states demanding bank branches to remit VAT accrued from the respective Northern states to the state Government and not to Lagos state where the bank headquarters are situated likewise with other goods and services. I may be wrong but this is what I see from a layman perspective.

Each state should be allowed to control thier resources..any state that couldn't sustain itself should be merged with another and their state government should be dissolved..enough of using the resources from the south to fund the lavish lifestyle of the barren northern states..example-nasarawa should be merged with fct if they fail to generate enough money to run thier government

This is the question that is hard to find accurate answer.
A man load MTN card in Sokoto and paid VAT on it. MTN turned in the VAT in Lagos because that's where MTN head office is located, is it fair for Lagos to say they owned it whole when the payer is in Sokoto.
North has hisbah police that frown at beer consumption and should not take from VAT therefrom but the grain used in manufacturing the beer is from the north which has no tax because agricultural produce is excluded from VAT to protect hunger.

Moreover the beer consumption in sabongari alone in Kano state is higher in volume than what is consume in Ekiti state for example.

So there is nothing special that Wike is doing in Rivers to enhance VAT that Tambuwal cannot do in Sokoto to enhance same. It is just the geographical location vis-a-vis oil that is presently the mainstay of economy that Rivers State play host to the headquarters of the supervising companies that lead to the VAT Rivers is boasting about.

Other state has their comparative advantages to imposes several taxes on, which will not be good to our economy as regards ease of businesses.

So VAT is better handled by FIRS.

Examples all Telco, banks, manufacturers whom have there HQ in Lagos pay VAT collected centrally from there HQ.


If u buy recharge card the vat is not paid in ur state but paid in Lagos.

The vat on ur bank transaction is paid in Lagos. Etc


The huge VAT remittance in Lagos is as a result of central collection and of vats paid by consumers from all over Nigeria collected band paid through corporation how's in Lagos.

When a Kano man buys indomie or soap made in Lagos he pays including VAT.

When a Katina man buys recharge card he pays including VAT.

When a gombe man buys Panadol he pays inclusive of VAT.


The vat paid by the above people is remitted not in there states but in Lagos centrally through there HQ.

Remember VAT is paid by the consumers of manufactured products and services at the point of purchase.

I don't know the problem with our media houses. It's north when you're referring to Katsina, Borno, Kogi, Benue but when it is time to call states in d south then it's SW, SS or SE. Unnecessary fight and confusion. Only few peole know how VAT is working for the fact dat Lagos is collecting higher when this law start working I can tell u dat Lagos will reduce to more than 80% if you're making calls in Sokoto or banking in Anambra all d VATs are paying to Lagos because their head offices are in Lagos and the same thing goes to River state. There are more political move to this rather than genuine engagement by those governors and I can bet it that they don't have the capacity to implement d so call VAT in their states. The Northern States might decide to impose VAT on the food supply to the Southern states as well and all eyes will be cleared and realised that no region is an island. Am expecting them to engage revenue allocation agency and government b4 taking d matter to d court. The masses will be at the receiving end if care is not taking, one of the states that just passed d law doesn't not exempt Small businesses.

VAT is collected in each state when a sale is made in that state.

Lagos has the highest population with the highest purchasing power in the country so it's VAT is always going to be high.

Lagos VAT can never reduce because it collects VAT generated only in Lagos.

Five northern states, two south-western states, two south-south states, and one south-eastern state collected a total of N373.84bn of the N836.51bn Value Added Tax allocation available for states in 14 months.

This is according to the latest FAAC allocation data available from the National Bureau of Statistics for the months of January 2020 through to February 2021.

In the period under review, the thirty-six states of the federation and the Federal Government shared N1.09tn as VAT revenue from the Federation Accounts Allocation Committee.

The top 10 states were: Lagos (N153.94bn), Kano (N32.48bn), Oyo (N29.85bn), Rivers (N28.43bn), Kaduna (N24.75bn), Katsina (N22.72bn), Delta (N20.91bn), Bauchi (N20.49bn), Anambra (N20.14bn), and Jigawa (N20.13bn).

Lagos got the largest share of VAT revenue in the period under review (N153.94bn), while Nasarawa got the least allocation of N15.36bn.

Based on the regions, the South-West region received the highest VAT allocation (N256.21bn), followed by the North-West (N154.41bn), South-South (N119.88bn), North-East (107.43bn), North-Central (N106.58bn). The South-East received the least from the VAT allocations (N91.99bn).

The bottom 10 states were Nasarawa (N15.36bn), Bayelsa (N15.79bn), Taraba (N16.23bn), Gombe (N16.33bn), Kwara (N16.35bn), Ekiti (N16.46bn), Yobe (N16.90bn), Abia (N17.03bn), Ebonyi (N17.04bn), and Cross River (N17.17bn).

According to Investopedia, VAT is a consumption tax that is levied on a product repeatedly at every point of sale at which value has been added. In Nigeria, VAT is collected by the Federal Inland Revenue Service and shared by the Federal Government.

According to data from the NBS, VAT has a non-import VAT local, non-import VAT for foreign, and Nigerian Customs Service Import VAT components.

In 2020, N1.53tn was generated as VAT in the nation. Non-import VAT local accounted for N763bn, non-import VAT for foreign accounted for N420.43bn, and NCS-Import VAT accounted for N347.72.

Locally derived tax accounts for about 50 per cent of total VAT, while imported goods and foreign goods or services not imported account for the other half. Local VAT is imposed on goods and services consumed within each state of the federation.

Based on the country’s revenue sharing formula, the Federal Government gets 15 per cent of VAT, while states share 50 per cent, and local governments share 35 per cent based on the sharing formula. In the period under review, the Federal Government got N251.55bn from VAT.

In an August 10 ruling, the Federal High Court sitting in Port Harcourt, Rivers State, declared that it was the Rivers State Government, and not the Federal Inland Revenue Services, that should collect VAT and Personal Income Tax in the state.

In 2020, the total internally generated revenue of the 36 states in Nigeria was N1.21tn.

A former Minister of Finance, Mrs Kemi Adeosun, had said 55 per cent of total local VAT was generated in Lagos.

Based on this indication, in 2020, Lagos may have contributed N419.65bn. in the same year, however, it received N130.97bn.

The Governor of Rivers State, Nyesom Wike, said recently that Rivers State generated N15bn VAT revenue in June this year, but got only N4.7bn. He added that Kano generated N2.8bn in the same month and got the same N2.8bn back.

Wike also said that Lagos generated N46.4bn but received N9.3bn.

The Director-General, Lagos Chamber of Commerce and Industry, Dr Chinyere Almona, on Sunday said the current sharing formula for the states and LGAs should be adjusted using the factors of equality 20 per cent, population 30 per cent, and derivation 50 per cent.

This is against the present system of equality 50 per cent, population 30 per cent, and derivation 20 per cent.

According to her, this arrangement should be agreeable to the concerned parties and can drive innovation on revenue generation in all the states towards increasing their internally generated revenue.

She added that it would also make the states more sensitive to the needs of businesses in their respective jurisdictions.

Almona said, “The first concern of the chamber is the confusion that businesses face as to who is in charge of VAT collection. This is not healthy for the business community and planning.

“We, however, hail the swift intervention of the Court of Appeal to reduce the uncertainties surrounding these controversies.

“Businesses should not be subjected to unnecessary hurdles and made to pay the same tax twice from different agencies.

“The Federal Government should urgently establish an understanding with states on what is best for the nation and businesses.”

According to the Head of Economics Department, Pan-Atlantic University Lagos, Dr Lekan Aworinde, if state governments start to collect VAT, there would be some positive as well as negative outcomes.

He said, “On the positive side, states can boost their internally generated revenue, meaning that states that realise huge amounts of money from VAT will be able to generate more revenue to themselves.

“However, on the flip side, we do not know whether states will have the structure to be able to collect this tax. What I mean is that tax collection involves a lot of structures such as the policies and the tax planning; also, do these states have the manpower to collect these taxes. If they don’t, the process might not be that smooth and effective.

“Aside all of this, if the administration of VAT falls to the state, how sure are we that they will be able to remit what is due to the local governments.

“In many cases, even with the old systems when federation account allocations come in, state governments do not remit the share of local governments as expected.”

He added that there was the possibility of multiple taxations, especially on imports.

Aworinde added, “There is also the possibility of multiple taxation which can be caused when both the federal and state government charge VAT for certain items like imports. Multiple taxation will have a ripple effect on the economy.

“It will hamper ease of doing business in the country, erode investor’s confidence in the country and further decrease foreign investments, largely because investors don’t want to come into a country with too many taxes.

“With investments on the decrease, unemployment will spike, which will also pull more people below the poverty line.

“As income remains constant while cost of goods and services keep increasing, heightened poverty or a rapid increase in the poverty rate in the country is inevitable.”

Meanwhile, the Fiscal Policy Partner and Africa Tax Leader, PwC, Taiwo Oyedele, has said challenging any ambiguity or treatment the states consider inconsistent with the constitution in court, is a healthy development for the system.

Oyedele said this in an interview with one of our correspondents, in response to the states’ attorneys’ general’s prayer to the supreme court to determine whether or not the states have the sole authority to administer and collect stamp duties on all transactions involving individuals and persons within their respective states.

The PUNCH had reported that the Attorney-General of the 36 states of the federation had dragged the Attorney-General of the Federation, Abubakar Malami, before the Supreme Court over the failure of the Federal Government to remit the funds generated from stamp duties into states’ accounts.

Oyedele said, “There is generally no ambiguity regarding the collection of stamp duties. States are entitled to collect stamp duty on any dutiable instruments between individuals. Where a corporate entity is involved, the Federal Government is empowered to collect the stamp duty.

“While each state gets to keep the stamp duty collected by them, any stamp duty collected by the Federal Government is to be shared to states at 100 per cent less cost of collection based on derivation.”

In another development, an economist and private sector advocate, Dr Muda Yusuf, has advised the National Assembly and the Federal Ministry of Finance to halt the proposed excise duties on a segment of the manufacturing sector.

Yusuf said this in a statement on Sunday in response to the announcement by the Nigerian Customs Service during the 2022-2024 Medium Term Expenditure Framework assessment in the National Assembly to reintroduce excise duties on the production of soft drinks in the country.

Yusuf described the move as ill-timed, inappropriate and detrimental to the growth of the manufacturing sector, saying that it negated the economic recovery and job creation objectives of the federal government

He said, “Many upcoming small businesses in the beverage sector would be hard hit by this proposal. The millions of micro enterprises in the soft drinks’ distribution chain will be adversely impacted by the imposition of the excise tax.”

He added that the reality was that Nigerian manufacturing companies were going through tremendous stress at the moment, affecting sales, turnover, profitability, shareholder value and the sustainability of investments in the sector.

THE SOLUTION IS TO FIRST OF ALL CUT THE HIGH COST OF GOVERANCE RIGHT FROM THE FEDERAL LEVEL DOWN TO THE STATE AND LOCAL GOVERNMENT.

Federal government should narrow itself to immigration matters, customs, police, army, navy, civil defence and other para-military institutions.

National Legislature and state legislature should be run on part time.

With a drastic cut on the cost of governance the drop in the earning of most states in Nigeria especially in the northern states can be managed.

Practise true federalism and fiscal federalism.

Set up industries that will create jobs for unemployed graduates in Nigeria.

Develop the power sectors.

Address insecurity challenges throughout Nigeria.

let's assume you make bulk purchase of indomie in lagos, you are treated as a consumer in Lagos, therefore you would pay the tax.

now, when the indomie arrive say jigawa, any one purchasing (consumer) in jigawa would also pay tax for consumption.

If indomie company sold 1m cartoon of indomie to a dealer in Lagos or anywhere the dealer pays inclusive of VAT.

Wherever the product goes VAT is already paid to the company at the point of purchase and transferred to consumers at every level of the distribution channel.


I am a dealer of a manufacture in Lagos and I pay inclusive of VAT for their products.


Now these companies remit the same VAT through Lagos because they have collected VAT at the point of every sale to there distributors.

Just like I said before, you have no idea of how VAT works.

The tax is collected directly from the warehouse in most cases, just like VAT is collected directly from ShopRite outlet and or other supermarkets in most cases.


The VATs of the goods sold in Kano or Enugu is not received in Lagos but remmited by the major distributor in Enugu through the FIRS in Enugu.

Manufacturers can't pay VAT before the final consumers buy their products.

You need to stop trying to sound like you know what you are talking about.

Currently, VAT is paid to the state where the service is rendered or where products are bought... DSTV , telecommunications e.t.c pay VAT to the state they are in whether HQ or Branch does not matter.

if you sell products in Abia, you'll pay VAT to Abia.

If you own a company with HQ in Abia and that company has branches in 5 other states Lagos, Enugu, Ogun, Kano, Anambra and selling products in Abia and the branches are also selling products in those states then your company will pay VAT in 6 six states ( Abia, Lagos, Enugu, Ogun, Kano, Anambra ) and not to Abia only.

Anambra is probably the most Industrialized state in both SE and SS, but you will always limit it to SE just to sow seed of discord among brothers and not promote SE.

Just imagine, jigawa, kano no alcoholic , bauchi , yobe, bokoharam , collect big vat , they are useless up north, southern work for northern to eat, in that case states must collect their VAT simple this case must go to supreme Court

This is the beginning of the end of the feeding bottle syndrome. Again, this is the time to know how smart or dull the northern and South East governors are. They must think out of the box to be able to run their states. For instance, el-Rufai is doing a great job with IGR improvement in Kaduna. Others have to take a cue from him.

After VAT, some other governor should sue for a total resource control and another should go for state police. We need to empty the so-called exclusive list. People who are not intelligent and creative shouldn't have any business with politics. The revolution has already begun.

This revolution may not end or give the results the southern states are imagining.
The north has several minerals untapped, they will be pushing for it to be harnessed from the federal government The banking sector dominated by the west will be held by the juglar as northerners will pull out and set their own. Telecommunication too will suffer same fate. The Southerners doing businesses in the north will not find it easy again.

Remember, with technology and willing foreign partners, it will take little time for the north to achieve that and face the South tit for tat.
Hatred will set in, seccession will gain ground, foreign interests will expand and exploit the cracks, war will break out, advance countries sells ammunition to both sides and smiles to the bank and Africa will get destroyed and recolonised again.

So what do you think we are doing now as a country. A governor just because of a policy he wants to change will just open his mouth wide open and be insulting a whole region of a country just to spite the president or what?

VAT is has already been paid buy the dealer before the product is shipped i his where house in Kano or Enugu. what happens is the transfer of that vat already paid to the consumers in Kano or Enugu.

The fear of vat decentralization is multiple taxation because Kano or Enugu will also insist on collection of same vat already paid dir by increasing the price of products and making consumers pay double.

Do ur research or simply buy anything from jummia or konga. Even though u r in Kano or Enugu the vat u paid will be remitted in Lagos.

As an accountant, I can never let your stupidity and misinformation slide just like that. vat is a consumption based tax that falls on the final consumer. Vat is charged on value addition, the manufacturer charges vat on the difference between cost of input and output (value added). So the distributor or whoever is next in line buys from them vat inclusive and sells to the consumer inclusive of vat charged for his own value addition, the final consumer buys Vat inclusive of the distributor, manufacturer etc and bears the brunt of it all. No be only HQ, that's the dumbest shit ever my Goddd!!
