The World cup gets hosted a lot in European countries simply because they have the cash to do so. Other countries don't (a lot of Brazilians are still grumbling about the money spent on hosting the 2014 world cup, and the 2016 olympics...meanwhile, no cash for welfare and the poor).

Qatar's hosting issue was bedeviled by a lot of bribery and corruption, which in turn was part of the corruption in FIFA...and yes, even European bids like Germany 2006 have been investigated.

Finally Europeans do well because they have the cash to pay for talent development and facilities. Most clubs in Nigeria don't have up to one tenth the money of a Bayern Munich. And money talks.

Infact, I recently just finished a book on corruption in FIFA. Long story short...when TV rights money started pouring in in the seventies, that's when things went south.

All you said is in order except for the case of Brasil. In Brasil case, its just political manipulation. The opponent party bought some people to stop hosting the world cup not BC they can't but BC they want the then govt to fail. Ok check am now, from then till now, do you know how many tournament Brasil have hosted? Many of them. People that hwve one of the biggest and best stadiums in the world shouldn't have the challenges of hosting sports competitions. In case you don't know, Brazil have hosted the world cup twice and they are still gunning for the third BC they want to win the world cup in their own country.
