She should have done more than "pay."

She should have drawn him out with the pay for him to be caught. At a point, he's bound to get careless. Once caught, the video would no more be released. She acted hastily and is now paying a big price.

Even now that is has been released, if the criminal can be caught, it will bring some justice. A lot of the brunt will be on the criminal's head. It would paint her as a victim.
