Most common causes of headlamp burning fuses constantly, are:

1) Incorrect bulb wattage: Anything over 55/60W is going to cause problems, make sure they are correct.
2) Damaged bulb connectors: Make sure these are not badly corroded, which would increase resistance in the circuitry.
3) Damaged insulation: Make sure the wires attached to the bulb holders have their insulation in place, are not frayed and liable to make contact (short circuit).
4) Tail lamp bulbs: Make sure the bulbs are also the correct ones, i.e if dual filament, fitting a single filament WILL cause problems. Wattage is 10/21W.
5) Tail lamp bulb connectors: These should also be free from corrosion, and split insulation, repair as required.

Hopefully, the fault should show up here. On no account should you replace the fuse with one of a higher rating (usually 10/15A), as this will cause the circuitry to overheat, with the risk of an electrical fire.

check the bulbs. You are most probably using large capacity bulbs
