The point is Dangote actually went the line of production which reduces imports, reduces demand for forex and creates jobs which results in taxes for govt. So why wouldn't government support him?

. Still that doesn't make importation easy my brother. But in a rudderless economy like ours, people opt for it since local production is almost impossible. Dangote and few others are producing because of government support, franchise and waivers here and there being given them on the basis of man-know-man. Many that don't have that political connection and support don't dare it. Big companies like Dunlop and Michelin and a lot of other ones left Nigeria because our government is useless and dumb.
You need government feeding-bottle to be able to produce in Nigeria. So many that don't have access to the government feeding-bottle, opt to go into importation even though they would have preferred to produce because importation still leaves you as a slave to the manufacturer.

You can't manufacture when you will be running your machines on costly diesel generators to generate power. Since the useless government we have can't provide power, many see that it's a Herculean task to manufacture profitably. I worked in a glass making factory. The cost of power generation make our products to sell at about five hundred times the normal price. We were still in business because it's something that users can't do without and because the owners of the company based abroad are heavily loaded, as they do fraudulent government contracts in Nigeria and use the factory as a front. Our economic environment isn't conducive for manufacturing at all. I think we have Innoson and some local vehicle makers. Yet our useless government still buy vehicles made abroad. Our national assembly of rogues just took delivery of Toyota cars from Japan. What is wrong with buying from Innoson or any other company that assemble locally? Why do we import toothpicks and toothpaste that are produced here? Why would government allow people to import things produced here? It's because people prefer imperted products including you. Still that doesn't make importation easy. It has its ups and downs.
