You are not getting the facts, a state government can do little or nothing in that sector, it's wholly under the purview of the federal government. Does the state government controls the police, civil defence or navy that secure the sector? Do any of these agencies report to state government? Or you want the state government to set up security outfit that will police against illegal bunkery, while the money the sector makes goes to the FG? under whose expenses? You want the state to use his resources to fight against illegal bunkery while those that feed from it is in Abuja right? Just explain to me how you want the state to fight against it without spending it's resources and without the federal government benefiting from it?

The state government can build 500bpd refinery or 50000bpd refinery and put those people out of business.

It's simple logic.

Illegal businesses need customers so that their business will continue to operate.

If someone or state or federal government builds a legal version of that illegal business and sells at a cheaper price than the illegal business then that illegal business will lose customers which will lead to the end of that illegal business.

Oga we are talking of petroleum produce not palm oil. The price of Petroleum is determined by international markets, it has nothing to do with local market. This is an international business not local business. So if Rivers state build a refinery today, bunkery will stop? You are saying as if it was only Rivers state that patronised them, you don't know the business, they refined and sell even to neighboring countries.

Dangote is building a 600,000 bpd refinery at a cost of at least $7billion and it takes at most 4 years to complete such a refinery as long as funds are available.

In my comment, I said 500bpd or 50,000bpd refinery which would vary in cost from a 600,000bpd refinery.

In fact the comment below from Google proves it's cheaper:

"The capital outlay for any 100,000-barrel per day (bpd) refinery is about $1.5 billion or more, while a 24,000 bpd modular refinery is roughly $250 million".

This means that a 500bpd refinery will cost at least $6million to build while a 50,000bpd refinery will cost at least $600million to build..

Refineries are not expensive to build.

Cost of building a bungalow is cheaper than building a one story building or an estate.
