This made me laugh. You're wrong in some ways, there are state jurisdictions that federal enforcement agencies don't cross. In US, the governor is in charge of state police like LAPD, NYPD, etc.
In this incident, the federal unit has no jurisdiction and that's why the issue is between state government, landlords and magodo residents. I'm yet to understand the interest of the AGF in this matter. Maybe in the coming days it's crystallize.

The only political office holder in their chain of command is the president. This reveals a serious problem. What happens when a governor or a judge gives an order and the IG gives a contrary order? Is courtesy out the window?

This governor has not learned how to manipulate power. You don’t give orders that you cannot enforce. You use political authority behind the scenes and watch things play out as you planned.
