It was kept so that if oil price became low, it will be used to stabilize the Naira.
That was why for over 16 years of PDP rule, the dollar never rose above N200 before Buhari came to power and the 30 billion dollars disappeared mysteriously in his first 4 years with nothing to show for it.

After he won re election, he went on a borrowing spree with which he built the unnecessary Kaduna to Niger republic railway.
Why wouldn't the Niara be devalued.
The funny part is that Buhari's kinsmen the Fulani knew all along what was coming and hoarded the dollars Buhari dashed them but was scarce to other Nigerians, just to help his over 200 million Fulani brother's all over Africa.

Why did Buhari ban the importation of rice from the Lagos ports but allowed it to come through the border in Kano, Sokoto, Katsina and other Northern states?
He did it to favour his Fulani brothers who grow rice in African countries like Sierra Leone etc who subsequently increased the price of rice artificially to make a kill.

Yes naira never went up to N200 during GEJ times..and u should thank a relatively high and less fluctuating crude oil price and the stable forex inflows..all that changed in 2014 ..this disrupted forex inflows and the CBN had to devalue the naira to bring in more forex...

Look all of this will make sense if u use 30 min of ur time to study what causes a currency to devalue... There is no where in economics that states DAT borrowing money or dash it out in local or foreign currency devalues a country's local currency...

Show me prove that PDP saved 30bn dollars...
And where did he save it..or are u referring to excess crude account..
Pls note DAT money saved in any account as excess for crude oil sales are not used to stabilize naira...they have no business with the value of naira..

The highlighted link...explains why the rail is going to be built..and the potential benefits...it doesn't in any way prove that it exist or being built...the useless newspaper put the headline that way as clickbait..
Post the link DAT says ..construction has started...it very simply ...u can add images from the construction site and photos of the flag off.after all when CCECC was building the Lagos Ibadan and abuja Kaduna ...images were flooded over the net with amaechi frequently visiting sites..

A project DAT u claim exist..y has amaechi never in his life visited the site to monitor the non existent construction..
.do u even know the name of the contractor because it not the Chinese that is handling this one

This two event reduces the reserves and forces every central bank to devalue the currency (naira)..

This happened in 2014 when the crude oil price fell from above $80 to less than $30..
And production falling from 1.8million barrels /day to less than 1.5 million barrels/day due to insecurity in the Niger delta
Automatically reducing the total worth of Nigerian Brent crude by over 100%..meaning the amount of dollars we got was extremely low to finance our imports
CBN in reaction had to devalue the naira by over 100% (from less than N180/$ to N360/$)

In 1999, oil was sold for only 24 dollars, yet OBJ saved over 5 billion dollars in the ECA, executed projects, paid salaries and increased allocation to states progressively for 8 good years during which time oil increased gradually to about 85 dollars per barrel through 2007 when his tenure ended.

From 2007 about 30 billion dollars was saved from excess of the benchmark of 57 dollars which Buhari wiped off in just 4 years from 2015 to 2019. This is despite the fact that oil was sold for around the benchmark of 58 dollars during this same period and peace was in the Niger delta ( Niger deltans as a rule do not fight northern presidents). Yet 30 billion dollars disappeared mysteriously in to thin air and you say Buhari is a saint?
Borrowing money up and down Devaluing the naira by printing more worthless Naira to pay salaries while his Fulani brothers hoard dollars opening bureau de change.
Asking Northerners to arbitrarily increase the price of beans, meat, and groundnut to rhyme with his devaluation agenda to increase suffering of Southerners because we don't farm.
