They only paid US and Canadian residents off because they know their government will work to fish out the perpetrators of this scam if they scam their citizens. Secondly, they were running forex trading in US and Canada without being regulated by any securities or forex regulatory bodies in those countries and this is a very serious offence in the US. As for people from all other countries, they'll get nothing from IPC because they're gone. Long gone.
