All of Putin's gestures are normal. The first appear to show him excitedly beckoning to the other guy to come. His leg movements are just normal too and happening rhythmically -one after the other- to show control. He is obviously very relaxed.
You have to look at the movement on his face, his lips and see how naturally they look. Look at when he hugged the guy too and see the natural movement of his second hand. He waited for the guy to come into his embrace before placing the hand calmly on his back.
