The patrol teams must be made up of at least two vigilante members of the local community. Also, it would be preferable if NO POLICE OR ARMY PERSONNEL OF NORTHERN MUSLIM ORIGIN SHOULD BE AMONG, OR AT LEAST, LEAD THESE SWAT TEAMS! To fund this, there should be a small temporary security tax on all large-scale businesses for say the next 6 months...as well as donations from high networth Anambra indigenes both at home and in diaspora!
