There are many GODS {1Corinthians 8:5} among them are false Gods that humans are worshiping and those given the supernatural powers to act like God {Exodus 7:1; Isaiah 9:6} so when God said there's no God beside Him He is not talking about those He Himself gave the powers to act like Gods because such ones will always direct worshipers to Him {Deuteronomy 6:4 compare to Mark 12:29} rather God is disqualifying anything else humans are worshiping instead of Him.
