PVC registration is the best way to check Nigerian population. NIN and SIM has more to do with people who have phones and other services that requires NIN like Bank accounts, Driving licence, international passports and other related services. North have much more rural population and u can't use those indices for determining population size.

Many of those bribe taking INEC staff in the south are Southerners. The attitude of the average southern person to money is disgusting. They think money is everything.
