Nigeria has more resources than Zambia in all its ramifications. Your problem is corruption. That is why those features cannot be included in ballot paper for a better education of the electorates even at the polling booth.

Kenyans are voting in two weeks time and our ballot papers look exactly the same as Zambia's. Here is a sample of the presidential ballot paper in the 2017 Kenyan general elections: https://www.cartercenter.org/resources/images/news/kenya-elections.png
In Kenya voters get to vote for all the legislative positions on the same day. Presidential, gubernatorial, senatorial, 2 National Assembly positions(M.Ps & Women Reps) and MCA(Members of County Assemblies). Meaning every voter receives 6 of those slips, all with aspirant photos and names and party logos too.

I think the Nigerian model is ok.
Considering our large population, and the fact that, we have over 100m voters
over 90 political parties.
It would pose a big hindrance for INEC to include photos of aspirants in different levels.
Cost, logistics and litigation would mar the process.
E-voting would likely be the game changer for Nigeria based on our large population.

In Nigeria, no voter is interested in your face or how you look. They're only interested in the acronym of the party. Even the Mamas and Papas in the village who do not know how Buhari look like, know he's APC. so once they find A.P.C , they stamp it

Maybe I didn't state it clearly. There were times in the past when some political parties took INEC to the court for excluding their candidates from the ballots because they were disqualified by INEC. The judge declared in that judgement that INEC has no power to disqualify any candidate and ordered INEC to print new ballot with the names and party of the candidate included. Meanwhile, elections were close. So INEC hurriedly printed ballots using all the names and logos of the registered party only as including the photos of candidates will make the ballot look too bulky. Since then, INEC has been using this sort of ballot paper.

I'm a programmer & a graphic designer, there's more in that ballots. Let me explain.
The Nigerian ballot is more expensive than the zambian own. The zambian uses A4 paper which is purely white and less expensive; using Corel draw to make the design and align each photos to the right looks like kids playing with desktop computer. While the material Nigeria uses is some how looking like those materials used for printing your passport photograph which is resistant to water and hard. It also has ID code numbers just after the Nigerian coat of arms, with watermark. The same material was use during the US election it's expensive to produce,it's hard to fake it by politicians and can't be altered.

For design, zambian design is like their ICT department is learning graphics, I understand Zambia recently just started onboarding the tech line; reason only 3 federal universities are known and some courses are studied abroad, so coming to zambia to work as a masters degree student you're a pro. They don't really care about wasting money, it's also recently that they started having PhD programs in these 3 universities of which most professors are foreigners including some from Nigeria. So the comparative the Op brings lacks credibility when you look deep.

Finally, maybe due to low candidate,and low population (Zambian total population is like Lagos population alone), they don't invest much on their ballots compare to Nigeria; such money given to INEC can pay Zambian workers salaries from the federal level to private level 12month and there still be left over. Read their ballots and notice the top "Notice to voters" and the bottom text "Your vote is secret", that's just like letterhead arrangements printed in a governor's office.
Nigeria is bad,but don't compare Nigeria too low with other countries who are just coming up. Their women won Nigeria in WAFCON and return to lusaka airport, military convoy escort them. It was like they played the best country in the world.

Our ballot papers used to be like that of the Zambian.
What INEC is doing is to be on the safe side. So it includes the names of all the registered political parties on the ballot so that no one will sue it later of not being included.

Nigeria ballots papers is designed to give advantage to the familiar parties, Which is PDP and APC.
That is the only thing that will work in their favor in this election circle. Believe it or not, so many people will not be familiar with Labor party Logo before Election Day 2023, they will go in there and thumb print for the party they are familiar with. .
