If you ask me, I'd say it's FP worthy.
That advert was created in the 90s and has no erotic acts, no form of nudity, no sexually suggestive content even though it's a condom advert.

Can you say that of adverts in today's times?
Go to YouTube and take a look at what they call "Best condom commercials of all time" and see what I'm talking about.
As you watch, keep in mind that those commercials are a collection of the most decent condom commercials.

Anyway, you didn't ask me so I didn't say anything.

Simply because all in the name of hiring youthful, energetic and fresh brains ad agencies now employ low level staff to meet their clients needs. I watch commercials these days and I just nod because nothing adds up. Ad agencies now employ the services of babies who are not able to properly develop any useful creative document or strategy.

Though young and energetic, they lack core knowledge of advertising.

You’re too noisy, cut it down with the folly. Rather its Tilimbu urchins and Atikulated chickens that are too young and gullible because they never experienced a time in the past when Nigeria was good.

Back in the day, before the first case of AIDS was actually detected in Nigeria, the authorities used fear mongering in their AIDS campaigns. The AIDS symbol featured a skull and cross bones. It was so terrifying that you'd think that you already had AIDS, even though there was no confirmed case in Nigeria. The documentaries that you wrote about featured people that were emaciated and were like walking skeletons.

Then one evening in 1986, Professor Olikoye Ransome Kuti announced (on the Network News) the detection of the first case of AIDS in Nigeria. It was quite scary.

It was around this time that some foreign and domestic NGOs were running campaigns (in conjunction with government) about family planning and so they just incorporated the AIDS theme into their campaign.

The first condom advert was for Right Time Condom. It featured a man who knocked on glass and announced, "I have now decided. . .".

Right Time Condom was made by the Society For Family Health. Most people thought that the advert was funny, but some people complained about it. They wondered how condom and sanitary pad adverts could be shown on TV (Always had also just started advertising at that time).

I don't know what happened to Right Time Condom, but it disappeared and Gold Circle Condom appeared. It was also made by the Society for Family Health. I think this was its first advert.

In the late 1990s or early 2000s, health experts decided that fear mongering was not working and that it was stigmatising people living with HIV/AIDS. The scary documentaries stopped and the AIDS symbol was changed from the skull and crossbones to the ribbon below.

I may be wrong but I think that Right Time Condom advert was for family planning.

Chai! Up until this post I had forgotten completely about Right Time Condom.
