The money should be in your account until a decision has been made on your application.

Not just at the point of decision making

The POF is for that person's study.

Upon entry border patrol can choose to ask for such documents

Most Uni's are now quickly reporting defaulters to UKVI stating that financial documents submitted at the point of visa application were false.

Your study permit can be revoked if investigations are made on this and found true/guilty.

However bear in mind that you are allowed to work 20hrs per week term time . The minimum wage currently stands at £10.42 per hour.

Do the maths on the wage X number of hours and substract rent,bill, food,transport etc

Bolton is in Manchester great opportunities there but Leeds is very good place, don't know much of wales
