Resume sale of dollars to commercial banks with strict measures. Make a Form M/SON/SONCAP mandatory for all importers so only the genuine importers would have unhindered access to forex.

Remove agriculture as the only sector that can access forex and replace with raw materials and key importers like Healthcare. Those heading offices in the agricultural sectors and the so called farmers are members of the elites who use the opportunity to steal dollars. The policy doesn't benefit poor farmers who are supposed to be main beneficiaries.

Resume sale of dollars to registered BDCs with close monitoring.

I have read the memo, and while I feel it has some good idea here, this seems like a smokescreen and does not address some fundamental problems, namely corruption (embezzlement, over-bloated contracts, non-remittance of revenue by MDAs) and the complete failure of the governors themselves to make their states economically sustainable.

The governors themselves are a big part of the problem and rather than clean up their act, they are back to doing what they know how to do best which is asking the FG to provide more funds. Funds that they themselves go on to mismanage

Personally, I believe the CBN has failed in protecting the Naira.

Buhari has done more on infrastructure than probably any government since Shagari. However his obsession with Infrastructure (as if infrastructure on its own is all a country needs to grow) has blinded him to his abject failure on the following that in the short term has more or less nullified any of his infrastructure gains (long term the infrastructure benefits will be appreciated)

his 4 biggest economic failures.

1) failure to remove subsidy
2) failure to get at least 1 domestic refinery working in 7 + years
3) failure to sack Emefiele
4) failure to tackle insecurity ...you cant have economic growth amidst insecurity.

the good thing is his infrastructure projects are permanent and his policy errors can be reversed.

Imagine nothing like security. All is about money. Stupid governors

If there is any seriousness in their resolve to salvage the already bartered economy, I think the first step is for them to unanimously call for the immediate sack of the CBN governor.
I read through all those solutions profered there and I don't see them doing the miracle if we have that failure called Emefele still occupying that office.
