If she has treated multiple times, then it's likely the organisms are from her normal flora (the normal bacteria found in the genitals)
What I think is she may have an abnormally low lactobacilli. Lactobacilli are bacteria in the genitals that keep other harmful organisms from multiplying and becoming pathologic.
So ask if she has run a test for that.

But truly, what she needs is a good gynaecologist. This and many more are the tests she'd need to run
