I wanted to know if you were referring to the civil war or other crisis.

Firstly it was a war and in war there are no friendly enemies.

Secondly the region declared democracy and intended to break away from the country with ill thought plans

Thirdly the war didn't just start in 1967, the events that lead to the war started way before that year.
