So it is clearly a marginalization plan. look of really Bubu wanted to harness opportunities to handle shipping from Landlocked countries of Chad and Niger. he would have opened up the eastern railway. The distance from Chad/Maiduguri to PH is a shorter one than from there to Lagos. You see the insincerity
