Russian President Vladimir Putin ordered a partial mobilization of reservists Wednesday, taking a risky and deeply unpopular step that follows humiliating setbacks for his troops nearly seven months after invading Ukraine.

This will be Russia's first mobilisation since WWII. Putin's mobilisation comes as Russia battles a Ukrainian counter-offensive forcing her troops to retreat and surrender some occupied territories.

The move also sent Russians scrambling to buy plane tickets out of the country and reportedly sparked some demonstrations

In such a situation, I consider it necessary to make the following decision, which is fully appropriate to threats we face. Namely, in order to protect our motherland, its sovereignty and territorial integrity, and to ensure the safety of our people and people in the liberated territories, I consider it necessary to support the proposal of the defence ministry and the General Staff to conduct a partial (military) mobilisation in the Russian Federation.

We are talking about partial mobilisation. That is, only citizens who are currently in the reserves and, above all, those who have served in the armed forces, have military skills and relevant experience. Only they will be subject to conscription.

Today our armed forces are operating across a front line that exceeds 1,000 km, opposing not only neo-Nazi formations but the entire military machine of the collective West.

NATO is conducting reconnaissance across the south of Russia. Washington, London and Brussels are directly pushing Kyiv to move military action to our country. They are openly saying that Russia should be defeated on the battlefield by any means.

“Nuclear blackmail has also been used. We are talking not only about the shelling of the Zaporizhzhia nuclear plant – encouraged by the West – which threatens to cause a nuclear catastrophe but also about statements from senior representatives of NATO countries about the possibility and permissibility of using weapons of mass destruction against Russia: nuclear weapons.

I would like to remind those who make such statements about Russia that our country also possesses various means of mass destruction, and in some cases, they are more modern than those of NATO countries. When the territorial integrity of our country is threatened, we, of course, will use all the means at our disposal to protect Russia and our people.

This is not a bluff. And those who try to blackmail us with nuclear weapons should know that the wind can also blow in their direction.”

Citizens of Russia can be convinced that our territorial independence and freedom will be secured, and I emphasize this one more time, with all means that we have at our disposal.

Parliaments in the People’s Republics of the Donbass as well as the civil-military administrations in Kherson and Zaporizhzhia regions have decided to hold referendums on the future of the territories and have appealed to Russia to support such a step. We will do everything to ensure safe conditions to hold the referendums so that people can express their will.

We will support the decision on their future, which will be made by the majority of residents in the Donetsk and Luhansk People’s Republics, Zaporizhzhia and Kherson.”

In accordance with the federal laws of May 31, 1996 No. 61-FZ “On Defense,” of February 26, 1997 No. 31-FZ “On mobilization training and mobilization in the Russian Federation” and of March 28, 1998 No. 53-FZ “On military duty and military service,” I decide:

1. To announce partial mobilization in the Russian Federation from September 21, 2022.

2. To carry out the call-up of citizens of the Russian Federation for military service for mobilization in the Armed Forces of the Russian Federation. Citizens of the Russian Federation called up for military service by mobilization have the status of military personnel serving in the Armed Forces of the Russian Federation under a contract.

3. Establish that the level of remuneration for citizens of the Russian Federation called up for military service by mobilization into the Armed Forces of the Russian Federation corresponds with the level of pay for military personnel serving in the Armed Forces of the Russian Federation under contract.

4. Contracts for military service entered into by military personnel continue to be valid until the end of the period of partial mobilization, with the exception of cases of dismissal of military personnel from military service on the grounds established by this Decree.

Establish during the period of partial mobilization the following grounds for the dismissal from military service of servicemen undergoing military service under a contract, as well as citizens of the Russian Federation called up for military service for mobilization in the Armed Forces of the Russian Federation:

a) by age — upon reaching the age limit for military service;

b) for health reasons — in connection with their recognition by the military medical commission as unfit for military service, with the exception of military personnel who have expressed a desire to continue military service in military positions that can be fulfilled by the specified military personnel;

c) in connection with the entry into force of a court verdict on the imposition of a sentence of imprisonment.

6. The Government of the Russian Federation:

a) will finance activities for partial mobilization;

b) will take the necessary measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies during the period of partial mobilization.

8. The top officials of the constituent entities of the Russian Federation shall arrange the conscription of citizens for military service for mobilization in the Armed Forces of the Russian Federation in the number and within the time limits determined by the Ministry of Defense of the Russian Federation for each constituent entity of the Russian Federation.

9. Citizens of the Russian Federation working in organizations of the military-industrial complex have the right to defer from conscription for military service for mobilization (for the period of work in these organizations). The categories of citizens of the Russian Federation who are granted the right to defer and the procedure for granting it are determined by the Government of the Russian Federation.

This Decree comes into force from the day of its official publication.
