Buhari has always been winning the NW in all elections. But winning the NW alone never guarantees you winning.
So when he form the APC he brought his NW block votes, Tinubu brought few votes margin winning vote from the SW, then then NPDP governors and allies brought the NE and NC votes.
That was how he was able to win.
