I am afraid you are mistaken in your understanding of what is in fact written in the passages you quoted from.

1. The Law of Moses was given by God as the National Constitution of the Nation of Israel to the people of Isreal in the Land of Canaan. God sealed that Covenant with promises that pertained only to those who are of the blood of Jacob - Deuteronomy 30 vs 15 - 20. Now, given that the Law of Moses was a National Constitution, it was binding to all those who lived in the Land of Canaan — Israelites and foreigners. However, the promise attached to the Law, which God made abundantly clear applied only as far as those who had the blood of Jacob coursing through their veins. The foreigners in the land could get the crumbs from the master's table but they certainly could not benefit from the promises made by God directly to the people of Israel. Why? Because God chose Israel alone for His purpose, that is what Moses made clear in His book of the Law to the people of Israel.

As for what is written in Leviticus 24, well, you conveniently disregarded the fact that the statement in verse 22 applies only to the preceding law defined in that context.

10 There was a son of an Israelite woman and an Egyptian father. He was walking among the Israelites, and he started fighting in camp.
11 The Israelite woman’s son began cursing, using the Lord’s name in a bad way, so the people brought him to Moses. (The name of the man’s mother was Shelomith, the daughter of Dibri, from the tribe of Dan.)

There are a total of about 613 commandments or statutes in the Law and some of them are specified as applying only to those who are of the blood of Jacob in the land. Also of importance is the example of the foreigner given in the passage above. The son of a foreigner — his mother was an Israelite, of the tribe of Dan, whereas his father was an Egyptian— accused of blaspheming the name of God. An interesting reference is given there in the passage.

2. Isaiah 56 is interesting! We see again a reference made to sons of a foreigner. And even more interesting is the mention of them obligating themselves to YHWH. See attached image files. Recall that God's Law is everlasting and only God can change His own decree, meaning that until God swears by His Name as He did in Ezekiel 18, no man can assume any part of the Law modified and removed. Consequently, there is no record of God changing His decree that only those who are of the blood of Jacob can partake of the promise of the Old Law, none whatsoever. With this in mind, one is left to conclude that the mention of the Sons of foreigners in Isaiah is also a reference to those who have the blood of Jacob in their veins —children born to an Israelite parent and a foreigner.

3. As for Jeremiah 12, well, I am not certain what it is you intend for me to take away from the passage as it seems clear in what God said He would do.

14 This is what the Lord says: “I will tell you what I will do for all those who live around the land of Israel. They are very wicked. They have destroyed the land I gave to the people of Israel. I will pull the evil people up and throw them out of their land, and I will pull the people of Judah up with them.
15 But after I pull them up out of their land, I will feel sorry for them. I will bring each family back to its own property and to its own land.
16 I want these people to learn their lessons well. In the past they taught my people to use Baal’s name to make promises. Now, I want them to learn to use my name.
