Well, the main market of these virtual cards are people who need to conceal their identities, be it for bypassing institutional restrictions(i.e. PayPal) or more sinister purposes(i.e. scam), additionally, the activities of most of these virtual card operators is illegal in their jurisdiction(i.e. money laundering and such). What that often means is that the operators of these virtual cards are often "fly-by-night" sort of characters. In principle your money can disappear unexpectedly and there would be nothing that anyone can do to help. The trick is to only deposit into virtual cards if you are going to use the funds at that instant, and only small amounts at that.

From some comments on this thread it seems that UBA dollar card is working, luckily I have UBA $$ card already. Honestly don't see the point ofhaving $$ account with a bank that will not allow transactions with a Dollar card.

Go to your branch.
It's strange they didn't even cajole u to get one immediately. Just fill a form. Mine took about a week and the card was ready. But have money in your current or savings account cos they do a direct debit for issuing it.
You can also choose which card service provider you want based on the EMV standard.
Also, use style to tell them to open dollar, Euro and Pound dorm accounts for u. That's what I did and it's very helpful where I am.
