Blame it on unworthy containers on unworthy roads.

ViOs are only after private vehicles.

It doesn't look like there will be any survivors in the bus, if the picture used by the op is the real situation of the said bus..

They can always make them take the ground road by the side, after all there is a major police area command just directly opposite this bridge.
