Section 134 of the constitution gave condition for rerun between:

(a) the candidate who scored the highest number of votes at any election held in accordance with the said subsection (2) of this section; and

(b) one among the remaining candidates who has a majority of votes in the highest number of States, so however that where there are more than one candidate with majority of votes in the highest number of States, the candidate among them with the highest total of votes cast at the election shall be the second candidate for the election

How will any sensible person vote Peter obi once a former Governor of a state and couldn't even reside in the state he governed for 8 good years?
If Igbos have bring out a neutral person that has not indulge himself in Nigerian politics before I could have say we should give him a chance but packaging this Peter Obi for is another disaster waiting ahead of us.

Beyond winning a simple majority, the victorious candidate also has to have at least 25 percent of the votes cast in at least 24 of the country’s 36 states.
No. 24 states plus FCT making 25 states! If you don't win 25% votes cast in FCT you can win. That's key.
