The Electoral Act permits INEC to adopt any regulation to conduct elections.
INEC in Nov 2022 stipulated a regulation that elections results must be transmitted directly from polling units through the BVAS to INEC'S portal in real-time.

But INEC did not adhere to the regulation it stipulated earlier, as elections results were not uploaded to INEC iREV from the polling units immediately after close of voting.
