That pix is a typical reflection of what Nigeria is at the moment.

Limited Knowledge talking...the trains are in test mode and are not open to the public! It is normal for electric trains to lose contact during testing and pushed back to correct it. Thats why its in test mode ! Why cant people just read and educate themselves. Sense is not fight.
