That's not how it works. I'm surprised many of you don't know the code. Not everybody will be given that money. The contesting senator has close friends and allies that will work for him without him giving shishi. Then there are those old time senator who he won't give this $500-1m but they have agreements on which senate committe they will head. There are many senate committees which oversee billions of naira. They will make more than this small $1m from there. Then there are those who will be given this one time $500-1m. These are mostly the new senators who will be paid this money for their votes and they are satisfied.
