I’m from south west, you can wear hijab in a public secondary school or a Muslim secondary school. The only problem is governments missionary schools don’t allow because most of this schools are own buy a particular church before government collected it and most of this schools are located inside the church compound. But a community secondary school, or a Muslim secondary school, you are free to wear hijab
