what is affecting this group u mentioned is the sustained deliberate restriction from power (president)(this a federal government policy) for too long. The other groups that have been holding the power have used it the max for their own interest in an obvious bold manner even to the detriment of the group you mentioned.

The best solution is the Bangladesh, India way. The one indivisible nation they keep on preaching and chorusing upandan na for mouth, all na lip service.

On another level, it is now politicians on one side of the divide and masses on the other side.
