Let us look at the argument grammatically.

What is the difference between the two phrases below

-first phrase
The President and Commander in Chief

-second phrase
b]The President[/b] and the Commander in Chief

The first phrase means the president is also the commander in chief and as such the first phrase refers to the same person

The second phrase shows that the president is different from the commander in chief and as such refers to two different people. That is why the article 'the' is used before the commander in chief to signify different person from the president.

Is there any similarity between the present bone of contention in the country?

To me, I think it is not the and that is used to join the states and the fct that is the big deal but the the that comes before the fct.

That 'the' strongly emphasizes differentiation - meaning the states are not the same as the fct.

Otherwise, it would have been stated as states and fct.
