Even as a baby engineer I know it's messed up

He never planned to refine anything
As an engineer, what's the implication of 650,000bpd on a single train? That's weird, I thought that was an advantage over Kaduna refinery.

Single train means the whole 650,000 crude is refined in one colum just a single line of production... Obviously it would have a minimum refining capacity which you can't go below

Problem is

1) if anything happens to that production line everything shuts down
2) you can't produce unless demand for minimum production is met... This would lead to frequent shut down and trust me shutting down n restarting such a facility is expensive, down time, low workers productivity
