There are ranks that are quota specific and one of them is AIG and DIG. If any region has no representation, then, which region fill up the vacancy that they don't have one. Then, they might intentionally not promote one to fill the vacancy or they intentionally surcharged the region.
Again, when didn't the former AIG retired and why do they need to wait so long to fill up that vacancy for the region? Many questions begging for answers.
